What is the difference between Web Design and Theme Design?

They are interrelated, but a theme is something you can "change out," like a skin. If you do your "web design" properly, you can swap out the CSS (your theme) without affecting the design of the site, and the look and feel will completely change.

web design (as well as web development) is a process of unique product (web site, web application and so) creation, its core modification and enhancements in a nut shell web design is a process of coming up with a solution for a need/problem/goal that can involve a use of multiple technologies.

theme design on the other hand as been stated previously is a skin, something that you can apply to an existing product to change its visual look, informational layout and some other additional things without actually physically modifying the base product

more specifically web design consist of a more robust design constraints, made out of what ever technologies are involved in production while in themeing you are primarily constrained by the aspect of the product you are to theme.
