I am planning to design the online presence of a local news paper, which should be in local language. can you guys suggest some techniques and tools for the same ??? .

I would have a look at drupal, joomla, or wordpress. They are all open-source, which is great for developers, and I have used all three of them and think that they are all pretty good. Joomla generally looks prettier, drupal is generally more powerful in terms of user admnistration, and wordpress is hands-down the best for a blog. However wordpress is slowly evolving into a fully-fledged CMS. They are all PHP-based (as are most CMS's).

As to whether it is good to use a CMS, it depends on what your abilities are, from what you have told us, it would seem that in your case a CMS would work well.

If you are looking for an open source CMS written in .NET then you might want to have a look at Umbraco. However as Alex correctly stated most CMS's are written in PHP. If you want to compare different CMS's then check out the CMS Comparison Matrix.

I would go for crystal-clear requirements before doing anything.

Things such as 'embedded fonts' is a strange requirement that I never encountered before.

As for a cool C .M.S, there are many out there I personnaly enjoy Drupal for its flexibility . There are close to 5000 modules and themes available­, some awesome, some sucky but sometimes usable and fixable.

Be forwarned, it does have a learning curve. You will have some reading to do!

There are many different solutions, but you can't really zero in unless you have clear requirements.
