I guess something coming close to what you think of would be the whynot.net homepage. It's not exclusive to developers, but there are a couple of software ideas, too.

The two main websites to exchange ideas and start a business together are cambrianhouse.com and fairsoftware.net.
We started FairSoftware with a very specific target in mind: software developers wanting to earn an income from coding.
We found it unfair that only people with access to money could start their own startup. So we created a legal structure where there is no capital needed and you can "hire" other friends and like-minded entrepreneurs, and do something together. If it works out and succeeds, great: everyone wins by sharing the revenue.
We tried to make sure that it's available to everyone, worldwide. Just because you don't live in Silicon Valley doesn't mean your idea is not good.
