I really don’t know about prices of SMS Gate ways. But if you are going to write one there are a lots of resource available for it.
As far as I know OpenSMPP is a good open source library to write a SMS Gateway.
It is completely written in Java.
If you have basic knowledge on Java, you can easily use this library.
