Importance of public_html folder in the server.

I am not able to access public_html folder of a server, but I am able to create a folder on the server.

Lets say the folder is happy and the file is today.txt

Will www.something.com/happy/today.txt work?

If you create the folder "happy" as a subfolder of whatever folder whatever HTTP server you are using considers to be the root of www.something.com.
