optimization problem (grouping locations on a map)

Hi there :)

I have about 245 locations in google maps. What is the best way to divide this data into areas based on some criteria?

The most important criterium is actual distance. It would be desirable to use valid route (one way streets etc.) but it is not critical.

I was thinking about using either some clustering or optimization algo.
