I was wondering what skills should a web designer have.

Technical skills? Good to have HTML, CSS, Photoshop/Illustrator. Flash is nice but maybe not necessary. Progamming languages such as PHP and JavaScript are not probably necessary if you're working with a developer who has such skills.
Non-technical skills? Communication skills: speaking to clients so that they will understand you and listening to clients so that you can understand what they want from you. A sense of aesthetics, the ability to compromise (give the customer what they want even if you don't like it - they're paying after all).
