Is there a video player for Flex which allows me to play videos at slower or faster rates and reverse play it?

I have not seen one and I wouldn't expect to see one anytime soon. What makes this challenging is that most videos these days are streamed H264 encoded with many seconds between keyframes, meaning they are highly optimized for normal speed forward play. Without frequent keyframes, it is particularly difficult to play video backwards. Sorry I don't have better news for you.
