We are manufacturing an IP set top box in India for IPTV market. We are looking at two OS options - Win CE and Linux. Can anyone help us in selecting the best one in these two operating systems? Which one is better in terms of reliability, scalability and cost viability?

Use whatever your team is most familiar with, all other things being equal.
In practice it is FAR more useful to have a development team who can work with a tool, rather than a tool being "Better".
If you do not have people on your team with several years with one or the other, it is not a good team to be developing such an application; if you have to ask on Stackoverflow, maybe you have bigger problems.
