netbooks are cheaper than notebooks and have usually up to 1 GB of RAM and 1 CPU, so some OS makers offer a cheaper version of their OS (Windows Starter Edition for example) but those then are limited by RAM and CPU capabilities. This way you won't get full use out of a notebook with a quad core and 4 gb or RAM with a OS like that

Netbooks don't have the same resources as most notebooks - they usually have special CPUs that use less power but are also less powerful, less RAM, probably no dedicated video card, small screen means small UI... so the OS needs to handle well in a system with less resources than most other systems out there. I think some netbooks ran versions of Linux that you could run on other systems if you really wanted to.

They probably *could* run on other hardware, but they have only been designed and tested for very specific netbooks. If you try to run the OS on non-"compatible device" it *might* run, it *might not*. The OS vendor won't offer any garauntees unless it's on the hardware they say is OK.
