Would the traditional waterfall model or the spiral model be suitable? Or perhaps, SCRUM with Agile management would be best bet?

The less methodology the better. Agile would probably come close, but I'm not sure how much good activities like poker-planning or timeboxing would do for a research project. There's an organizational method (seems like a variant on Agile but lighter-weight) called GTD that might be a better fit.

Since requirements are in flux during experimental/research development, some kind of agile approach would be in order.

How do you do a waterfall approach when you haven't done the research yet?
