I read an article about activity track. Its suppose to be a great way to show us are wasting time.

So what the best and free tools to track internet usage and desktop application usage?

You should try http://www.wakoopa.com, it can track how much time you spent with webapps and desktop applications.

RescueTime is very cool.

Lots of nice graphs, you can tag certain apps as +1/-1 productivity, and it graphs your productivity across time for comparison. This has helped me keep closer tabs on a lot of my daily work. It can extract the domains of internet sites for detailed browsing tracking, or simply the fact that you were surfing, depending on your choices for privacy settings.

You could use Premember you can actually look back in time and set filters based on the program title.
