will it be possible to scale cloud computing concept to millions of user across the world? will it degrade the performance

Depends on the cloud ... and your application ... and what the users are doing.

Where would you expect the limitations to arise?

Cloud in concept would allow addition of more machines as needed. With a well-designed app, capable of suitable partitioning I don't see a fundamental reason for a limitation.
