Is there a freely available (preferably open source) tool or library for PDF conversion to black and white?

Some customers want to print generated PDF documents in B&W to save toner. Unfortunately I cannot generate PDF in B&W directly, since we are merging two PDF pages together, one being official not available in B&W.

Update: To be more specific, I am looking for automatic solution, i.e. tool that is callable from a program.

With PrimoPDF (http://www.primopdf.com/index.aspx) you should be able to set to generate a "Black & White" pdf.

"Printing Preferences" -> "Paper/Quality" tab, then you can choose between "Black & White" and "Color.

Looks good, thanks. But I was hoping to get something I can call automatically from the application. I've updated the question now.

This didn't work for me. I selected "Black and White" print paper but the resulting PDF still contained color.

You can use "PDF To Image Converter" to convert pdf files to CCITT G4 tiff files(a Black & White image file format), and this tool supports command line, so you can call it from your applcation, you can get more information from http://www.convertzone.com/all/go-pdf%20to%20image%20converter-1-1.htm

But then what happens when I convert it back? I guess I would loose vector graphics and PDF would be much larger?

Yes, if you need to convert tiff files to pdf files back, the result pdf files size will be larger. "Image2PDF Command Line" can help you to convert tiff files to pdf files, you can get it from http://www.convertzone.com/all/go-image2pdf%20command%20line-1-1.htm
