I'm Looking for a free or open source Event Log viewer on windows 2003 server with these capabilities

1.Remote log view 2.Filter and search 3.Popup notification of a new Log entry in windows Taskbar

Interesting question, I can't say that it fits all your requirements but "My Event Viewer" is freeware. So you could download it and give it a shot.

I don't think free tools provide all the features that you are looking for. However, there are lot of good robust commercial software that does exactly what you are looking for. Just do a web search for logging or Windows log collection.

As far as free tool goes (not really free. It is part of Vista and 2K8), the best one that I can think of is the new Vista and 2K8's remote log collection services. Vista and 2K8 allows you to subscribe to events from remote windows servers. Therefore, you do not need to connect to each and every server for log viewing and analysis. Instead you can connect to one central vista or 2k8 server, setup subscriptions to all your remote machines and then do all your analysis and searching from this central server. This is a new feature of Vista and 2K8. However, there is one caveat, subscriptions to remote Vista and 2k8 machines is a breeze but susbscribing to a remote 2003/XP machines require you to download & install the Windows remote management component on your 2003 machines.

With the Windows 2003 built-in Event Viewer, you can trigger on any event of your choice.

How can I trigger an Event from win 2003 built in Event viewer? I'm not aware of any option, please guide
