Has anyone established GameKit connectivity between an iPhone app running on an iPad and an iPhone app running on an iPhone? I tried the GKTank example and they won't connect. The iPad throws a "Error: 30509 -- Bluetooth not available.." error when trying to connect.

Have you turned on Bluetooth on the iPad? There's a switch in Settings, it's off by default.

Yes - it's on... it can see my laptop in the Bluetooth settings page. The little grey icon is showing up in the status bar as well.

Simply get the game "Flight Control" (say) to test it. Hope it helps.

By the way, the reason I gave that SPECIFIC example, is that Flight Control allows both fone / pad, AND let's you explicitly choose wifi or bluetooth (very few apps have that) ... for this reason it's the perfect testing app for what you describe.

Mike I was curious to know how you got the xcode to build the app for the tank game on the ipad. I keep getting an error "No provisioned iPhone OS device is connected." when i try to build it. I rebuilt the app specifially for the iPad. I have 2 versions. (iPad , iPhone)

I didn't have any issues there. Check under Project -> Set Active Executable to make sure you are aiming for you iPad and that it's connected.
