http://www.codeproject.com - I love to see/download the code as well as (usually) having a nice write-up on what the developer did.
http://windowsclient.net/ - Great examples of Windows applications and tips/tricks as told by Microsoft.
http://www.codeplex.com/ - Great projects and well supported.
http://freshmeat.net/ and http://sourceforge.net/ are up there.
http://www.15seconds.com/ - Could be considered a blog but I view it more as a tutorial/help/sample code site. Focused on ASP and ASP.NET.
http://www.codeguru.com/ - Not as valuable as the others I've posted but has some interesting write-ups on techniques and theory.
For developers with high aspirations InfoQ.com: covering Java, .NET, Ruby, SOA and Architecture.
