yes. You should get the newest SDK available though (currently 4.1 or 4.2 beta).

you mean with 4.0 no? and with 4.1 or 4.2 can i have choice to select one of two(iphone or iPad) for make app?

Yeah there are different templates you can choose from for iphone or ipad. The same code can run on both platforms though.

The answer is NO, you can only use the LATEST one Apple give you, at whatever time you are reading this.
Be careful about understanding the difference between...
(*) the "Base SDK" (must be the latest whenever you are reading this) and
(*) the "iOS Deployment Target" (probably 3.2 at this time, October 2010).
