Is there a solution better than using position:fixed or absolute?

I'm using a fluid layout in the new theme that I'm working on for my blog. I often blog about code and include <pre> blocks within the posts. The float: left column for the content area has a max-width so that the column stops at a certain maximum width and can also be shrunk:

I'm keeping the main content area of the webpage small, so that footer navigation can be seen "above the fold". This is done by javascript setting the main content <div> thus:
sec.style.height = '265px';
sec.style.overflow = 'hidden';
And then using javascript to insert a button to change the style back to normal:
sec.style.height = ...
I have a web page that has content which extends past the right edge of the browser window. I set overflow-x: hidden on <body> to turn off the bottom scrollbar, but I can still scroll horizontally with the trackpad, which is not what I want.
Is there any way to prevent the browser from scrolling horizontally?

Apple has disabled the overflow CSS aspect in mobile Safari so it is not possible to scroll inside a fixed height div. This is quite annoying.
